I will at random get an access error regarding the all.txt file being in use.
The program doesnt stop but it will not make or answer any traffic until the error is cleared.
I have renamed the file and made a empty one and that works for a bit but then it starts happening again.
Using 64 bit version2.2.156 Windows10

Make sure you exclude the all.txt directory from your antivirus scanning.

Is this a common issue because I don't have this problem with WSJT.

It can used for several things. Most common is to look up a broken QSO to prove to someone else that you worked them (especially a dxpedition).
I've also used it to compare antennas but that takes special software to process it. Compared my antenna to a friend's and he found he had a bad connection on his vertical for 15M that he didn't know about. Also found my system was 6dB down from his and I added a mag loop rx antenna and picked up the 6dB.
